"... people at all levels are pushing their agendas and sometimes that means people with money and power make unfortunate things happen, eugenics may well be one of them. [...] The funny thing about this "people promote their own agendas" theory is it's actually a lot more sinister then any sort of shadow government as it takes away any sort of order, or communication. People, thousands of people, going about their business, each in their own direction is a chaos system and chaos isn't understandable, predictable or controllable..."
